Regional Roads Fund
Municipal laws require municipalities in Québec to form locally or regionally a roads fund and collect the established fees from operators of sandpits and quarries on its territory in order to address some consequences of the exploitation of these sites, such as damage caused to roads infrastructures. In Vaudreuil-Soulanges, the MRC is responsible for managing this fund and to distribute the fees collected to the municipalities.
The amount of the fees is set annually according to a law and is calculated based on the quantity (in metric tons or cubic meters) of transported material that will possibly transit on municipal public roads. For 2016, fees were set at $0,56 per metric ton and for 2017 $0,57 per metric ton.
The operators must report three times a year to the MRC the quantities of material they have produced and that have been transported offsite by completing the form below. These fees are payable directly to the MRC.
The MRC verifies the operators' reports, invoices for the due rights and assumes the collections. A team of inspectors travels the territory regularily to ensure that all operators report their activities.
Regulation, adopted by the board of the MRC, determines, among other things, the distribution of amounts collected to the identified municipalities. The collected fees are put into a fund intended for the repair and maintenance of some public roads.
